Is an Online Degree Valid for UPSC Exams in India? What the Official Notification Says

What the UPSC Civil Services notification and the UGC rule say about online and distance degrees, and what to check before you take admission.

What the two official documents say about an online degree and UPSC

UPSC decides who can sit its Civil Services Examination, so the final answer always comes from UPSC's own notification. Two official documents matter here: the UPSC notification, and the UGC rule on online and distance degrees. Read together, they tell you what to check before you pay any admission fee.

What the UPSC notification says about your degree

The Civil Services Examination 2026 notification sets the minimum educational qualification. A candidate must hold a graduate degree of a university incorporated by an Act of the Central or State Legislature in India, or of another institution established by an Act of Parliament or declared a deemed university under Section 3 of the UGC Act, 1956, or must hold an equivalent qualification. You can read the exact wording on page 14 of the UPSC notification.

We read the whole notification. It talks about the type of university. It does not say anything about the mode of study, so it neither names nor excludes online or distance degrees. We are not going to guess what UPSC thinks about it.

What the UGC says about online and distance degrees

Under Regulation 22 of the UGC (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020, a degree from a UGC-recognised institution's ODL or online programme is treated as equivalent to the same degree from the conventional mode. The same regulation says this applies to degrees that follow the UGC's 2014 Specification of Degrees. You can read it in the UGC-DEB FAQ.

What this means when you put them together

Your graduate degree has to come from a university the UGC recognises, and the programme has to be recognised for the mode in which you studied. If both are true, the UGC treats your degree as equivalent to a regular degree. Whether UPSC applies that equivalence to your case is UPSC's decision, so keep your proof ready and read the notification of the year you plan to apply.

What to check before you take admission

  1. The university. Search the university in the UGC list of universities.
  2. The programme and the session. Recognition for online and distance programmes is checked year by year. The UGC-DEB FAQ says recognition for the previous year does not show recognition for the next session. Check your own session on the UGC-DEB portal.
  3. Your DEB ID. Keep your DEB ID and a copy of the page that shows your programme.
  4. The notification of the year you apply. Read the minimum educational qualification clause again every year. UPSC can change it.
  5. Your documents. UPSC asks candidates who reach the interview stage to update their qualification details and upload proof of passing, so keep your degree certificate or provisional certificate safe.

Frequently asked questions

Does the UPSC notification name online degrees?

No. The notification we read does not mention the mode of study. It refers to the type of university and to an equivalent qualification.

Is my online degree equivalent to a regular degree?

The UGC says that a degree from a UGC-recognised institution's ODL or online programme is treated as equivalent to the same conventional degree, under Regulation 22. It must be a programme the institution was recognised to run when you took admission.

Who decides if my degree is accepted for UPSC?

UPSC does, as per its notification for that year. Always read the current notification and the instructions on the UPSC website.
